As far I've seen, it can also be used for IC stuff (it could be possible to organize some event or simply casual rp trough ts).
Mostly for OOC, but lite RP is acceptable. The main reason for the Rule was so that people wouldn't stand around in-game saying nothing and just RP in the TeamSpeak, because to other people not in the TeamSpeak, it wouldn't make sense ICly. I'd also like to mention that I'll be hanging out in the TeamSpeak a lot, and that the TeamSpeak is also good for text chatting and isn't just voice. That's why it's replaced the IRC.

When you say "public", does that include the little people like me who haven't had the pleasure of having their applications reviewed? Because Youtube ran out of things to watch and all my fellow refugees have already gotten settled here and I'm a lonely sap =/
Pretty sure that's fine, yeah. I honestly think that even people who don't play on the server are permitted. Like, if people on the server want to invite their friends to a conversation, for instance. Kazyyk could clarify, but I'm almost positive that that is fine. :3
