These guns would be given mostly to people who don't have them. People with better guns would use their own guns instead. Basically, just arming the crew. Maybe have people make a few 'brands' so people have a choice. Similar to Borderlands with different brand gun companies. Could be possible to organize a little bit for safety reasons since losing crew members can take a toll on the overall efficiency of the ships raiding potential.
