I have now concurred that this Sam guy is just your typical thug/bully. His actions slightly amuse me. I suggest all to just ignore his schemes unless he does something truly harmful.
As I've said before: I consider him to be mentally unstable and dangerous. He will be arrested an put into holding, if he goes to Stark, before I'll send him to a mental institute. This will only be done to keep him from hurting anyone, and are not the result of breaking the rules of Stark.
