It's more about USCM deciding not to risk lives of the innocents, rather than trying to fight back with a chance to fail and just get their whole colony wiped by a savage horde.

Thing is, according to official lore, if the USCM stayed behind and tried ''turn those bishes to ash'' they'd most likely lose that fight, be overwhelmed, and eaten. Florans are extremely dangerous and competent in their fighting ability. You need to outnumber them by a considerable margin to defend against a floran invasion. They evacuated the civs /because/ they knew they didn't stand a chance against the floran invasion. Florans invaded and took over the Hylotl homeworld. Florans won a war against the technologically advanced avians, and this was just after they left their home planet so their numbers would be low. In a controlled experiment with a fight between 10 combat competant Apex that had already proven themselves in combat, and 10 florans. The fighr ended with 0 Apex, and 9 florans, the florans also killed additional Apex Miniknog guards that weren't part of the test. And the end of the experiment the florans proved to be so dangerous the Miniknog wanted to genetically engineer their own troops with floran DNA to be able to combat the floran menace.
