    Council Celestial Ownership Act of 2355

    Motivated by the rampant outbreak of claims to celestial bodies within their borders, mostly due to the rapid expansion of the Virgo-Ophelia Charter Company, the COV pushed these ownership restrictions into law in 2355. Although they're very strictly observed near the core, the fringe may find it much easier to claim and hold planetary bodies unofficially.

    Section 1
    No unauthorized or improperly claimed celestial body will be officially recognized by the COV

    Section 2
    No single individual may hold ownership of a celestial body larger than or equal to a dwarf planet (diameters of less than or equal to 8,000km). Only companies, organizations, or Soverign states may make claims on a celestial body within the borders of COV designated space.

    Section 3
    The Council has no jurisdiction to control the sale or ownership of land on a claimed celestial body.

    Section 4
    A Claims and Property cabinet will be created and will be delegated power to all issues regarding the claiming and handling of celestial ownership within COV borders.

    Clearwater Prohibition Act of 2363

    Displeased with the obvious lack of control on harmful substances in the newly developing COV area, Representative Clearwater took it upon themselves to propose a bill that would restrict many harmful materials. The bill was named after Clearwater and was ratified in April of 2363.

    Section 1
    The manufacture, sale, or possession of narcotics is hereby prohibited unless approved under a COV issued permit.

    Section 2
    The transport, sale, or possession of radioactive isotopes is prohibited unless approved under a COV issued permit.

    Section 3
    The manufacture, sale, or possession of lethal toxins in any state of matter is hereby prohibited unless approved under a COV issued permit.

    Section 4
    The COV shall have concurrent power to enforce this article by appropriate legislation.

    Council Weapons Act of 2351

    Vice Admiral Jefferson was no stranger to conflict, and understood the importance of keeping dangerous weapons out of the hands of the general public. Jefferson drafted the bill in a joint effort with Representative Holtz and it was ratified into law in March of 2351. Though the bill is strictly enforced in the core, the COV struggles to enforce outside that area.

    Section 1
    The manufacture, sale, or possession of discarding sabot type munitions, incendiary and explosive munitions, and guided munitions is prohibited without a COV issued permit for small arms and cannons.

    Section 2

    The manufacture, sale, or possession of chemical and biological weapons is strictly prohibited, regardless of quantity.

    Section 3
    A destructive device is defined as any explosive, incendiary, or vaporous, bomb, grenade, or rocket having a propellant charge of more than 4 ounces, missile having an explosive charge of more than 1/4 ounce, mine or similar device. The manufacture, sale, or possession of any destructive device is prohibited without COV issued permit.

    Section 4
    Point defense systems and active denial systems are to be considered strictly defensive ship weapons.

    Section 5
    The manufacture, sale, or possession of a ship armed with offensive capable weaponry is prohibited without a COV issued permit.

    Section 6
    The manufacture, sale, or possession of particle beam weaponry is prohibited without a COV issued permit.

    Section 7
    The manufacture, sale, or possession of an energy weapon exceeding the power or size of a rifle is prohibited without a COV issued permit.

    Section 8
    The manufacture, sale, or possession of nuclear weaponry is strictly prohibited, regardless of payload size.

    Council Robotics Act of 2374

    Due to multiple incidents and legal issues arising due to problems in the robotic engineering fields, the COV was pushed to restrict many forms of advanced robotics within COV designated space.

    Section 1
    No robot or synthetic conscious may injure a sapient being or, through inaction, allow a human being to come to harm unless registered as a war machine by a sovereign state.

    Section 2
    No robot or synthetic conscious may be capable of self-replication or capable of producing another robot or synthetic conscious under any circumstance.

    Section 3
    Any robot or synthetic conscious which is deemed 'sapient' must have an organic, sapient controlled deactivation switch.

    Section 4
    All robots and synthetic conscious with any optical systems must be able to distinguish sapient beings from inanimate objects with certainty.

    Section 5
    No robot or synthetic conscious can vote, be elected into office, or hold a governmental position, even if determined sapient.

    Section 6
    The manufacture, sale, or possession of nanorobotics is hereby prohibited unless approved under a COV issued permit.

    Section 8
    The manufacture, sale, or possession of androids or similar synthetics is hereby prohibited unless approved under a COV issued permit.

    Section 8
    No cybernetic implant should be capable of autonomous movements or autonomous control of the brain or nervous system unless medically required.

    Section 9
    The COV shall have concurrent power to enforce this article by appropriate legislation.
