I recommend more scheduled events. Right now everyone is just sitting around in bars waiting for some nutcase to come on the radio and offer an exciting RP opportunity. Maybe reward players for setting up RPs for other players through badges or cheeseburger points or whatever.
A common enemy, well established within Antares.
Or perhaps a common government-esq thing, such as the idea of central-power faction.
It could be well done, of course. There is little-to-no consequences for either.
It gives new-players the motive of "Become a badguy, be neutral, or be within the 'good guys'.", essentially in a nutshell
A world where there is always some kind of struggle going on, in the form of easy to shoot NPCs where the outcome of interacting with them can go both ways. Depending on what the player wants or the roll of the dice. Their choice.
