I have decided that that is indeed the case; Behind the hill, to the east ((right side)) of Ragnarok Inn, a piece of jungle will be cleared, in order to create an open space, where one will be permitted to build their residences. But in order to gain permission to do so, one must first apply here. Do you perhaps mean to the east of the Ragnorak Inn? Perhaps I'm not as perceptive as I thought, but the only hill I'm aware of in that area is to the east of the structure you mentioned. -HotCoco
