Don't like how things look in the Valley? Build something! Send me a PM and I'll tell you where, and if it looks good we'll keep it around. Don't want to build because you don't want to manage? Build it anyway! I'll manage it for you with a character that you help me create to run the building how you want it to be run, within reason. The outer zone has a lot of space with transportation already set up to get there. If you don't like how stuff looks but you want people to enjoy roleplaying in a place that is managed actively, then build in the Valley and solve both needs.
Nope! That's sort of the point. The outer zone has no aesthetic rules unless the character, Mairi, builds it.
