    Good morning.

    It's not a "suggestion" but a ask for permission.
    Permission to make a Rebel Outpost.
    It'll be a faction/settlement, to which only a small (10-13) amount of people can join.
    Anyone who has an idea to upgrade it in some way, then please comment.

    By faction and settlement rules, you'll need at least 5 members of the faction/people to live on the outpost (people, not characters). And you'd be lucky to get ten, let alone thirteen. And once you think you have that, read the faction/colony rules and make an application.
