If Chucklefish really wanted, the could ad it, but it would be a ton of work to alter their system to allow for the armor to show on different models in different ways (look at Skyrim). I doubt they would, just based on the work load involved, and because developers very rarely use user created content directly. They take the idea and make it their own instead. One main reason for that is to avoid any sort of stupid legal issues.
They actually contact mod creators to get permission to add their mods officially into the game. They have the community vote on it.
I think it looks awesome, but it doesn't really fit Starbound's simplistic art style. Next to a Floran, the Alvali look a touch too detailed.
