So, in the past the RA paid bounties to the Crimson Corsairs for any non RA/Ally military, civilian, etc. that they harassed, looted, robbed, killed, etc. I'd like to continue this tradition of paying off criminal groups to commit their crimes elsewhere, by supporting either new startup gangs/crews/mafioso's/cartels, or currently established groups. To prevent metagaming, because there's a fair share of it.
