You can activate admin mode in singleplayer with /admin and then type in commands.

For techs, here is a guide.

General - Activating techs without any other programs or mods. | StarboundRP

For items, go to singleplayer and type /spawnitem item number

For example /spawnitem apexbed 10

To determine an item's id for spawning, use this site. Starbound Items
