ENTRY ONE

Arrival complete without issue. I sent a scout and an initiative to one of the local colonies. Awaiting report from them.

ENTRY TWO
Attached is the report.

Colony, name Ragnarok, appears to be a Glitch-Floran colony in nature. Teleporter technology is in use, however. Of particular note was a high presence of armed guards. Of note regarding structure, two arenas, suggesting heavy reliance on bloodsports, were found in the colony. One appears to have been used heavily enough to accumulate a carpet of bones. Of note regarding colonists was a high number of Florans in the area, with one of them appearing to have sustained injuries. One person appeared to be wearing armor in the colony inn, and another appeared to be a heavy wounded Antares veteran, suggesting that all undesirable elements from the sector may have transferred over. Further research required into subject.

ENTRY THREE
Attached is the report.

Shinsei is Hylotl in nature. Avians and Novakid were pinpointed on location. The soil is habitable and the water is pure and fresh. The residents refused to offer any information on their behaviour, though a Novakid seemed to be afraid of our operatives.

Attached is the report.

The populace that responds to distresses seems rather trigger happy, and disappointed when they do not find live people at them. They also seem to be in it for salvage and payment.

ENTRY FIVE

Initial impressions suggest a high reliance on violence to a degree that it is acceptable and normal to make use of armor and heavy weaponry. Council representatives are highly cautioned against entering the sector, unless under extremely heavy Culextes guard. Of particular note in the area is a colony that is said to be from a Council-accepted corporation. Will ascertain status of colony tomorrow.

ENTRY SIX

Further research into Ragnarok. Appears that a Glitch warlord is in command of the colony, but further research is required. Judging by Glitch's keep, it retains a large amount of power, and may have commissioned the two arenas. Multiple more people in armor. One of which appeared to be mentally ill. One reported that shootings and stabbings occurred, but not often. Due to the presence of armed guards, this may suggest that there are so many possible incidents that a few manage to bypass the guards.

ENTRY SEVEN

Olympus is an abandoned, overgrown colony that was once controlled by security and research firm Triton. The militants that inhabit the oil rig offshore were hostile to our operatives to a point of detonating their own base. Notes of a nearby Triton base were recovered, and old finance reports and contract notes from Triton were also recovered from on-site computers.

There seems to be relatively little crime but a shortage of population on Shinsei. The small but present populace seems to have warmed up to our presence, and were willing to answer a few questions

Attempted to get further info on Ragnarok. The warlord has recently begun blocking any attempts. We are unable to extract any info from Ragnarok.

ENTRY NINE (cont.)
Attached is a copy of the announcement.

It has come to our attention that multiple armed and armored individuals have recently, on multiple occasions, intruded onto the planet of Ragnarok in order to harass visitors and residents with questions. In some cases, individuals have even trespassed onto the private property of security personnel and threatened them with firearms, refusing to leave until their questions were answered. As yet, none have satisfactorily explained their motive or origin.

Let it hereby be known that, until they produce a satisfactory explanation for these trespasses and intrusions, all personnel belonging to this mystery group are banned from the planet, and security forces are authorized to apprehend and imprison anyone who attempts to circumvent this ban. Should a reasoning be given, and proper apologies made to the owners of the lands trespassed upon, this ban may be reconsidered.

In addition, until further notice, the wearing of helms or hats that obscure the face by visitors is strictly prohibited. Violations will be met with warnings, confiscation of the item in question or fines, and imprisonment or expulsion based on the severity and frequency.

Of particular note is the extreme exaggeration of the announcement. 'A few questions alongside mapping the colony' does not constitute harassment nor was the private property locked or marked as private. Firearms were not used in the proceeding argument nor was the warlord threatened with them. They were visible, yes, and we were prepared to draw, yes, but this was due to provocation by the warlord, as we were threatened, in close proximity, by a large warhammer.

Council Response:

Damn it. As trained reconnaissance I expected complete stealth and subterfuge. Were the Scouts equipped with the standard gear? If so, save the equipment. Be minimalist to avoid detection. It's clear that you are all scaring the migrants. Attempt an apology without revealing the Council. According to the reports, they aren't ready for integration. ENTRY TEN

Report from Xepharius: Today me and Ictilin went on a scouting assignment in Ragnarok, following the previous attempts. We went in casual civilian attire and were not suspected by the townfolks in any way. I managed to figure out that a Floran named Oak runs the colony, basically the president. He says that one of the colonies biggest todo items is that the need a water purification system. A glitch lord named Ironbeep lives in a large castle above the inn, who apparently runs the security measures of the town, along with a group of other warriors. Oak claims that he is in close relationship with the founder of Shinsei, the Hylotl colony. He also said that the town has a hefty sum of residents, which I witnessed myself while observing the town. If any further info is required, I can go back and gather more. No one in town suspected us. In fact, Oak, the leader, said that he hoped to see me soon again. Ictilin performed well as well. I instructed him to write a report as well

Xepharius and I scouted out Ragnarock today. We wore civilian clothing, and were suspected by none to be scouts. After asking around, We discovered that the colony owner is a Floran by the name of Oak. Xepharus and I split up, and he found the colony owner, asking several questions and learning much the colonies leadership. I, on the other hand, gathered more information on the colony guards. It seems that the guards work under the warlord, and are just as hostile and violent. One guard was violent to the point of dragging and throwing a mentally ill patron simply for hugging him.

Council Response:

Excellent work. A peaceful plan works well. Information may not be enough as it seems that it is now beginning to dwindle. Of course, continue to gather intelligence on the Antarans, but also attempt to acquire Antaran technology to see how far they have come compared to our Council's inventions. Acquisition of this technology can be done any way.

Olympus has been run to the ground? A man named Cullen Fontaine is currently on Kul'Den Voros. According to our financial informants, he is Triton's CEO. If you did have a run-in with old Triton members and Olympus has indeed fallen, Financial Advisor Riin will be under pressure by assets of Triton and Fontaine in the Core. I demand that Olympus be looked into. Cover any of our tracks. Make amends with the militants in the area. Find out what became of the Triton members. Make it so that the council cannot be reprimanded for interfering in the economy. ~Rep. Jefferson

ENTRY ELEVEN

Attached is Culumbrae's report. An expedition to Olympus will be mounted ASAP.

I set off for Ragnarok with Initiate Ictilin with the goal of assessing their security force. However shortly upon arrival I found that some scouts were already opperating in the area.. I thought to turn my attention Shinsei, and It would appear as though I were followed by a human by the name of "Zeke". He has shown himself to be both a boon and a burden, aswell as mentally unstable. His outbursts had taken attention away from myself and others, however in doing so he also disrupted any and all conversation, making it dificult to learn anything of Shinsei or Ragnarok.

On Shinsei, a local restaurant owner felt it necassary to intervene to stop physical conflict.

ENTRY TWELVE

It appears that Ragnarok security is numerous, equiped with all kinds of technology. Many knights work in servise of the glitch "lord" who works under the colony owner. The knights are equiped with durasteel arms and armor, and it seems that a special crossbow, said to be fully automatic, is being made for them. I've also recieved word of a second group, the landsknecht, serves to protect Ragnarok. They use standard human weaponry, but have not been heard from in a while.

ENTRY THIRTEEN

Recently had a meetup with the hostile militants from Olympus. They are running a corporation called Equinox. Shielding, apparently. The loremaster was not handling a negotiation for silence well, so I intervened. The council was not revealed, and we were in fact threatened by council action, so I do not expect the man knows fully of who we are. They agreed to remain quiet, in return for their company, life, and maybe, just maybe, funding from 'Powerful people'. I recommend not funding them, as they will remain quiet regardless, but if you decide to, it may be worth doing it via a shell corporation to avoid confirmation of council action in the area. -Haxtes Viszla

Council Response:

Very good, scouts. I have received a report from Shinsei that there has been an increase in violent behavior and crime in the area. Due to the Rightful Action Law, the Council does not have the rights to intervene in the affairs of migrants and illegal aliens. However, I'm deeply saddened whenever a cry for help is rejected. Scouts, I request that you figure out a way to provide support for Shinsei still without revealing the Council. This task may be impossible. If it cannot be done legally by being inducted as guards, be guards in what I hear is traditional Antares fashion; heroic intervention. Though I highly suggest not doing so since I am requesting that Culextes armor is not used. The scouts could also be arrested and that is problematic. So here are my orders:

Protect Shinsei.

Establish diplomatic relations with the leader and important figures

Additional response:

An Antaran has contacted me through several of my peers. One that goes by the name of James Malakhov. He was a newly enlisted scientist of DynaCo that managed to escape. After coming to me begging, I have opted to have him transported back to Antaran-Occupied Council Space. I'm asking that he be used as an asset in Culextes. If we can manage to use him to produce Council quality technology in the AOCS we will be able to further my plans in providing Council citizenship and protection to the Antarans. The mission is now going to include protecting Mr. Malakhov and helping him in his research. ~ Rep. Jefferson

Operation is a failure. Mass operative exodus has occurred, too few remaining active agents to properly provide intelligence on the sector. One of last remaining operatives killed after successful assassination attempt on AWOL Holy Forge unit. Interceptive action against extreme number of deserters may be necessary.
