Until reports are made due to unsatisfactory results and it becomes Staff's problem.

I like the fact that everyone says ''There is no target!'' play the game or watch some videos and it clearly displays a batshitton of zombies.
Scavenge with friends, build a base.. make a community! there is enough of tasks to do, and player PvP like Kaz says.
Most people dont prefer PvP in the first place and get over there for roleplay reasons, and if you dont like it leave it.
Thats what i would say apart from all the whining.
I would say that i'd join something like that, its a rather interesting role playing mechanic, it has everything you need in the first place and!
You just loot to get better your self, of course you'd improve your daily activities in such a urban or forest job!

And yeah.. long time no seen xD

    Safety is simple.

    Nobody can PvP by default.

Toggling safety off results in a one (or was it two?) second period where anyone can PvP you, but you can't PvP them.

Toggling safety off puts a giant skull over a player's head, making them highly visible and known that they have turned safety off.

The timer gives other people a distinct advantage to bash the offending player's face in.
