May I suggest a semi-republic, similar to a democracy in that people rule, what I suggest is a conglomerate of individuals vote on all topics rather than a few elite deciding "what's best" very similar to the human settlements Nassau or Rome.
I like the sound of that, but Ram Dome isn't after that. He has his mind set on this, and he wants to use it to set himself up in a better position.
