Are there any rules for creating a faction?

Also, I think summer is here. That's part of the issue I think.

Usually summer fills up the server. I can say from experience when summer starts, usually applications pour in and so do players.

Hrm, I dunno then. Events are always fun though! Sadly I'm almost never on when other people are playing them.
