It's a legal act that allows the police to commit a person believed to be a threat to others or themselves to a mental institution involuntarily for evaluation for a few days. Then, if you're declared batshit insane, you get committed to a psychiatric hospital to live out your days in drug-induced drool-filled bliss. But that's just what you're SUPPOSED to do with people like you. Instead you're getting paid for it.
